Vacuum or dust the ceiling to remove any left over dust. The bleach must be undiluted because pure concentration works best on stains and water spots on the ceiling. You want to use the spray bottle because dabbing the mix on the ceiling can damage the sometimes brittle popcorn texture. There are two main ways to attack a water stain on a popcorn ceiling drawing the stain out or covering it up.

Use a paint brush and prime the water damaged ceiling with a product called kilz ceiling paint. Fill a clean spray bottle with pure bleach.
